Аннотация: This paper presents an approach of operational control of the state of technosphere and environment objects based on the integration of Data Warehouse, OLAP and Expert systems technologies. It looks at the structure of data warehouse that provides consolidation and storage of monitoring data. There is a description of OLAP-models that provide a multidimensional analysis of monitoring data and dynamic analysis of principal parameters of controlled objects. The authors suggest some criteria of emergency risk assessment using expert knowledge about danger levels. It is demonstrated now some of the proposed solutions could be adopted in territorial decision making support systems. On-line control allows authorities to detect threat, prevent emergencies and ensure a comprehensive safety. (C) 2014 The Authors. Published by Elsevier B.V.

Аннотация: This paper presents an approach of comprehensive operational control of the natural and anthropogenic territory safety based on the integration of Data warehouse, On-line analytical processing and Knowledge engineering technologies. It looks at the description of data warehouse that provides a united informational resource of emergency monitoring. There is a description of OLAP-models that provide a multidimensional analysis and on-line modeling the state of technosphere objects and environment parameters. The authors suggest some criteria of emergency risk assessment using expert knowledge about danger levels. It is demonstrated now some of the proposed solutions could be adopted in territorial decision making support system. Аннотация: Представлена концептуальная модель мониторинга комплексных рисков региона, в основу которой положены методы интеграции существующих систем наблюдения и контроля за состоянием окружающей среды, объектов техносферы, социальных процессов, а также технологии интеллектуального анализа больших данных и информационной поддержки принятия решений. Предложен подход к созданию информационно-аналитической системы поддержки управления стратегическими рисками развития региона.
This article presents the conceptual model of complex regional risks monitoring. This model includes both the existing observation system of technosphere objects, environmental and social processes and technology of data mining and decision support system. The developed approach is a useful tool to develop informational and analytical system to manage by regional development strategic risks.

Аннотация: This paper presents a new technique of comprehensive analytical estimation of natural and anthropogenic territory safety based on the creation of a geographically-oriented safety standard and integral assessment of the state of environment and technosphere objects. The standard presents a normative model that provides a correct estimation of territory safety taking into account its individual characteristics. The basic elements and principles of territory safety standard creation are suggested in this paper. In order to estimate territory safety, the authors propose an algorithm to calculate the estimate of territory safety as an integral estimate of the comprehensive indicator based on the multidimensional estimates of the basic indicators using the results of on-line analytical processing of monitoring data. In contrast to existing methods, the proposed algorithm uses the ranges of the normative values and assesses the significance of indicators change relative to standard ranges, it allows us to regulate the velocity of estimates change when the actual values of the indicators deviate from the normative ranges. Also, the author’s technique is oriented at forming the multidimensional estimates in the context of several observation points. Proposed solutions are described through their application to the territories of the Krasnoyarsk region. © 2019, Springer Nature Switzerland AG.

Аннотация: The presentation of an industrial region as a unified socio-natural-technogenic (S-N-T) system in which various risk groups are formed and implemented is proposed. Detailed attention is paid to the technosphere subsystem. The paper defines the basic risks of the technosphere, presents the probability of an emergency in the Russian Federation, allowing to calculate the risks for various municipalities. The results of systematization and graphical-probabilistic representation of sources and factors causing accidents and man-made disasters in the Krasnoyarsk territory are presented. The results of the emergency risk in the Krasnoyarsk territory for various reasons. The results of emergencies risks on the Krasnoyarsk territory were obtained. The highest value is 8.10(-3) the emergencies risk on land transport, the lowest value is obtained for the occurrence of emergencies on the main oil pipelines 4,3.10(-7). Determination of probabilities by the main sources of anthropogenic emergencies allows unifying the risk assessment methodology and improving the management efficiency of territorial S-N-T systems (Preventing the occurrence and development of emergency situations, reducing damage and losses in case of their occurrence, increasing the stability and safety of facilities in emergency situations).
